37 side mount

I am planning on adding a fender mounted spare to my 37 Hudson. I found a 37 terraplane fender that was beat up but looks to have all or most of the required hardware. There is a bracket that mounts on top of a pole that runs through the fender. On top of this bracket which holds the spare is what looks like a bolt. I assume the bracket turns or moves and that this bolt locks things down. My problen is that the bracket on the pole is rusted and does not turn. Currently if I were to try and mount it on the car the tire would not line up with the wheel well. How do I take the bracket apart or get it to more and aline correctly? I have been soaking the parts for some time and can not get anything to move even with an impact wrench on the bolt. Any help is appreshated.

    Maybe a little or a little more heat ?

    Are you turning it the right way? It's left hand thread you know?:) No kidding.
  • If all else fails try soaking it in brake fluid. Sounds crazy but that stuff will eat the rust out.

    Thanks for the reply, I have not gotten to aggressive on it yet because I did not want to screw it up. Thanks for the left handed remark, that is greatly appreshated. I will try the suggestions later this weekend.
